Parking fee ordinance amendment

The parking fees in Chelan will be increasing following the parking fee ordinance amendment at last Thursday's Chelan City Council meeting.
City Administrator Paul Schmidt explained to the council the situation. The amendment increase the parking infraction fee from $15 to $25.
"The basis for this is in essence, to provide a little bit more of a deterrent for our parking citations," Schmidt said.
The motion was made to approve the amendment, with the motion passing unanimously.

Carroll Ogden residential permit parking discussion

The Carroll Ogden Residential permit parking was on the agenda at last Thursday's Chelan City Council meeting.
On Sept. 13, 2013, the Carroll Ogden Residential Permit parking expired. The council requested to see the parking permit issue on the agenda for discussion.
There was much discussion between the council about the permit parking.
"We need to be able to tweak this to make it work," Councilman Mike Steele said. "It's not going to stop there, that was part of the struggle the last time we passed it. It's not going to stop at the Carroll Ogden neighborhood and they're not the only neighborhood on Memorial Day weekend with struggles with parking."
The council seemed to come to a consensus to get rid of the sunset date on the ordinance and make the ordinance an annual ordinance.
"I think we need to make a couple of tweaks like with the commercial and the church," Councilman Cameron Morehouse said.
The community gave input on the issue. Chelan citizen Lester Cooper said that he was hoping to have an exemption for parking for certain events. The Rotary hosts a bike ride annually in June, and he has had to deal with people parking in certain areas where they get ticketed.
"They came for one weekend and they were subjected to a $15 parking ticket," Cooper said. "As your considering the ordinance, I would submit that you might consider allowing specific events to request an exception to the ordinance."
Chelan resident Mike Mackey spoke to the council about the issue. He said that he thinks that the ordinance needs to be tweaked but he thought the ordinance was well written.
"It takes at least three years to get your arms around something to see if it's going to work or not going to work," Mackey said. "So my suggestion to you is, we've done it one year, lets give it two more years with the ability to tweak it as you have...and then figure out is this working?...our community appreciated it and we would like to see it continue."
Paul Palumbo spoke on behalf of the Lutheran church at the meeting. He said that it is a real pain for the church.
"There's got to be someway to manage this," Palumbo said. "Most of the tickets we get are not on Saturday, Sunday, they are during the week when there is no one else parking there anyway. And yet people come, they park there and they get a ticket. That's not doing anything to curb the problem that you're trying to address."
After much discussion, the motion was made to direct the mayor to bring back a draft ordinance to continue residential permit parking as discussed. The motion passed unanimously.
Final Plat for Whisper View Division 2

The final plat of Whisper View Division 2 was on the agenda at last Thursday's Chelan City Council meeting.
Whisper View Estate is a 98 residential lot subdivision located in the Single Family Residential zoning district. The council approved the final plat for the first 30 lots in 2008. This final plat approval is for lots 31-54 or 23 lots. The final plat is determined to meet all the requirements and all improvements have been bonded for in an amount of 150 percent of the cost.
The council made a motion to authorize the mayor to sign the final plat of Whisper View Estates Division 2. The motion passed unanimously.
